There will also be a tutorial on financing alternatives for private water utilities offered by the Department of Health Services prior to the symposium. No decisions will be made at this public meeting.

PREVIOUS WORKSHOP: On August 23, 2006, a staff technical workshop was held at the CPUC on the subject of a transmission plan of service for the Tehachapi wind resource area. At the August 23 workshop, a revised Tehachapi transmission plan of service was presented by the California Independent System Operator ("CAISO") and Southern California Edison ("SCE"). At the workshop the ISO announced that SCE and the CAISO would conduct extensive technical studies of the revised Tehachapi transmission plan of service in preparation of the CAISO governing board's consideration of the plan in mid-October.
THIS WORKSHOP: The purpose of the September 29, 2006 staff technical workshop is to facilitate further discussion of the revised Tehachapi transmission plan of service with a particular focus on the results and findings from the CAISO and SCE technical studies.
Other issues may be identified in an Agenda to be distributed electronically prior to the workshop.

The public hearing will include specific panels on expanding the utilities' contracting in legal and financial services. The diversity hearing will assess the status of diversity and identify areas for improvement. The Commission will frame the issues and seek feedback from participants to describe challenges and propose solutions. A session for public comment will be included. NOTICE OF DRAFT RESOLUTION APPROVING CITATION PROGRAM AUTHORIZING
COMMISSION STAFF TO ENFORCE COMPLIANCE BY LOAD-SERVING ENTITIES WITHIN
THE SERVICE TERRITORIES OF CALIFORNIA'S THREE LARGEST INVESTOR-OWNED
ELECTRIC UTILITIES WITH SYSTEM AND LOCAL RESOURCE ADEQUACY FILING REQUIREMENTS
Draft Resolution E-4017 approves a citation program under the administration of the Director of the Energy Division for enforcing compliance with certain system and local resource adequacy filing requirements that apply to all load-serving entities in the service territories of California's three largest investor-owned electric utilities. Specifically, the citation program will enforce compliance with the requirements for submission of Historic Load Data, Preliminary Load Forecasts, Preliminary Local RAR Filings, Year-Ahead Local and System Resource Adequacy Compliance Filings, and Month-Ahead System Resource Adequacy Compliance Filings. Staff will be delegated authority to draft and issue citations for specific violations and levy penalties in specified amounts as set forth in Appendix A of the Resolution. The penalties may be levied for: (1) failure to submit the load data, forecasts and other compliance filings in the time or manner required; and (2) failure to otherwise provide information reasonably related to the implementation of resource adequacy requirements requested by Energy Division or the California Energy Commission in the time and manner required.
Draft Resolution E-4017 will be on the agenda at the Commission's September 21, 2006 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On August 21, 2006, the draft Resolution was circulated to the Resolution E-4017 service list, pursuant to Public Utilities Code section 311(g) and Rule 77.7 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
Interested parties may file comments on the draft Resolution, and may file replies to comments. An original and 2 copies of the comments must be submitted to:

Also present were Maria Eansor, Manager, Customer Energy Efficiency, and Michael Alexander, Principal Project Manger, Demand-Side Policy, Planning & Analysis, for PG&E. Eansor highlighted the expansions and new initiatives included in PG&E August 30 Demand Response filing and emphasized that PG&E's filing represented a proposal to pursue new ideas as well as expand on known successes in Demand Response. Alexander outlined PG&E's timeline for developing a `green field' A/C cycling program for 2007. | |
