PREVIOUS WORKSHOP: On August 23, 2006, a staff technical workshop was held at the CPUC on the subject of a transmission plan of service for the Tehachapi wind resource area. At the August 23 workshop, a revised Tehachapi transmission plan of service was presented by the California Independent System Operator ("CAISO") and Southern California Edison ("SCE"). At the workshop the ISO announced that SCE and the CAISO would conduct extensive technical studies of the revised Tehachapi transmission plan of service in preparation of the CAISO governing board's consideration of the plan in mid-October.
THIS WORKSHOP: The purpose of the September 29, 2006 staff technical workshop is to facilitate further discussion of the revised Tehachapi transmission plan of service with a particular focus on the results and findings from the CAISO and SCE technical studies.
Other issues may be identified in an Agenda to be distributed electronically prior to the workshop.

The California Public Utilities Commission (Commission) is holding its Fourth Annual Diversity Hearing, "Keeping California First in Diversity: Raising the Bar," which will focus on key areas relevant to diversity in the utilities' procurement practices. The public hearing will include specific panels on expanding the utilities' contracting in legal and financial services. The diversity hearing will assess the status of diversity and identify areas for improvement. The Commission will frame the issues and seek feedback from participants to describe challenges and propose solutions. A session for public comment will be included. NOTICE OF RESOLUTION TO DISCLOSE INVESTIGATIVE RECORDS
Draft Resolution L-337 authorizes disclosure of Commission Consumer Protection and Safety Division records pursuant to a records request by Brian P. Azemika, seeking disclosure of Commission staff investigative records relating to an electric incident in which Mr. Darin Siegfreid was fatally electrocuted on September 8, 2003 near Santa Nella, California.
Draft Resolution L-337 will be on the agenda at the Commission's October 19, 2006 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On September 13, 2006, the draft resolution was circulated to the Resolution L-337 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by September 27, 2006 at the address set forth below. Reply comments must be filed by October 3, 2006. Commenters may also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. (Rule 77.7.) Parties may view comments at the Commission's San Francisco Office.
