Members of the audience are encouraged to offer comments on the proposal(s) as well as be prepared to discuss ideas for alternative proposals. Energy Division may circulate and agenda prior to the workshop.
The workshop will take place in the Commission's Auditorium and will be held before Administrative Law Judge Carol Brown. The workshop will not be transcribed and there will be no audio or video feed available.

Summary: On October 18, 2006, Mark Stone, Santa Cruz County (County) Supervisor, with Tim Sullivan, Advisor to Cmmr. Chong, Rami Kahlon, advisor to Pres. Peevey, and Robert Lane, advisor to Cmmr. Bohn, in three separate meetings in San Francisco. At the meeting with Robert Lane also present was Stephen St. Marie, advisor to Cmmr. Bohn. Also present were Jim Mueller, General Manager of San Lorenzo Valley Water District (SLVWD), Jim Mosher, Chair, Felton Friends of Locally Owned Water (Felton FLOW) Legal Committee, and Edward O'Neill, counsel to Felton FLOW. Parties stated that the Felton parties would participate in alternative dispute resolution before the Commission. Mosher and Stone explained however, that there appears little likelihood that differences between the parties concerning public acquisition of the Felton District can be resolved through this means. O'Neill further explained that Felton FLOW, the County and SLVWD have urged the Commission to consider public acquisition of the Felton District in A06-05-025. O'Neill stated that it would be contrary to the public interest to permit the potentially significant economic benefits of public acquisition of the Felton District to be unduly reduced or eliminated through California-American Water Company's exploitation of opportunities to prolong and delay any final decision on the matter through condemnation. Summary: On October 12, 2006, Edward O'Neill, counsel to Felton Friends of Locally Owned Water (Felton FLOW), met on behalf of Felton FLOW, County of Santa Cruz (County) and the San Lorenzo Valley Water District (SLVWD), with Pres. Peevey at the Hayes Street Grill in San Francisco. Also present were Peter Arth, Jr., advisor to Pres. Peevey, and G. Mitchell Wilk, former Commissioner. O'Neill explained that Felton FLOW, the County and SLVWD have urged the Commission to consider public acquisition of the Felton District in A06-05-025, rather than simply pursue the issue through alternative dispute resolution before the Commission as the Proposed Decision in A05-02-012 would provide. |

Summary: On October 18, 2006, Mark Stone, Santa Cruz County (County) Supervisor, with Tim Sullivan, Advisor to Cmmr. Chong, Rami Kahlon, advisor to Pres. Peevey, and Robert Lane, advisor to Cmmr. Bohn, in three separate meetings in San Francisco. At the meeting with Robert Lane also present was Stephen St. Marie, advisor to Cmmr. Bohn. Also present were Jim Mueller, General Manager of San Lorenzo Valley Water District (SLVWD), Jim Mosher, Chair, Felton Friends of Locally Owned Water (Felton FLOW) Legal Committee, and Edward O'Neill, counsel to Felton FLOW. Parties stated that the Felton parties would participate in alternative dispute resolution before the Commission. Mosher and Stone explained however, that there appears little likelihood that differences between the parties concerning public acquisition of the Felton District can be resolved through this means. O'Neill further explained that Felton FLOW, the County and SLVWD have urged the Commission to consider public acquisition of the Felton District. O'Neill stated that it would be contrary to the public interest to permit the potentially significant economic benefits of public acquisition of the Felton District to be unduly reduced or eliminated through California-American Water Company's exploitation of opportunities to prolong and delay any final decision on the matter through condemnation. Stone, Mueller and Mosher urged the Commission to consider modifying the Scoping Memo and Ruling to permit consideration of the public acquisition alternative for Felton. | |
