A full panel hearing will be held before Commissioners of the California Public Utilities Commission and California Energy Commission to discuss overall design of a greenhouse gas cap for the electricity sector, with emphasis on the most effective point of regulation for the Assembly Bill 32 program. Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.

This is part of a comprehensive effort by the lieutenant governor, OES, and the CPUC to examine policies, procedures, and a framework for public-private partnerships with providers of mass communications systems to enhance public access to emergency alerts.

The July 13, 2007, Scoping Memo and Ruling of Assigned Commissioner and Administrative Law Judge in this OIR proposes that the Commission replace the current discounted LifeLine rate with a specific monthly support amount per customer for all customers who qualify for the California LifeLine Program. The purpose of this workshop is to identify and discuss legal and mechanical implementation issues related to this proposal. Specific issues include all changes needed to General Order 153, as well as timelines for carrier billing program changes. Any other implementation issues should be identified and resolutions proposed. A list of specific questions to be addressed will be electronically mailed to the service list in this proceeding and to all carriers required to offer California LifeLine service.

NOTICE OF RESOLUTION APPROVING THE FINAL AUDIT REPORT OF THE
POTRERO GENERATING STATION AND AUTHORIZING PUBLIC DISCLOSURE
Draft Resolution EGPB-3 authorizes disclosure of the Final Report on the Audit of the Potrero Generating Station, performed by the Electric Generation Performance Branch of the Consumer Protection and Safety Division (CSPD-EGPB).
Draft Resolution EGPB-3 will be on the agenda at the Commission's August 23, 2007 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On July 16, 2007, the draft resolution was circulated to the Resolution EGPB-3 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by August 9, 2007 at the address set forth below. Reply comments must be filed by August 16, 2007. Commenter's may also serve comments, and reply comments, on the service list, and send copies of comments and reply comments by electronic mail to the email address below. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Draft Resolution L-347 authorizes disclosure of records related to the California Public Utilities Commission, (hereafter referred to as the "Commission") Consumer Protection and Safety Division's investigation of an electrical incident that occurred on February 8, 2006, at 3653 Purer Road, Escondido, California.
Draft Resolution L-347 will be on the agenda at the Commission's August 23, 2007, meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On July 24, 2007, the draft resolution was circulated to the Resolution L-347 service list, pursuant to Public Utilities Code section 311(g) and Rules 14.2(c)(2) of the Commission's Rules of Practice and Procedure, (hereinafter referred to as "Rules"). The ALJ Division has prepared Resolution ALJ-202 for the next Commission Agenda. This resolution extends the pilot program established in Resolution ALJ-186, which permits the Commission to approve certain transactions involving the transfer or disposition of utility property by advice letter, rather than a formal Section 851 application and Commission decision, for an additional three years. The Resolution also amends the pilot program in order to reflect amendments to Pub. Util. Code Sections 851 and 853, and the Commission's adoption of General Order 96-B, applicable to advice letters generally.
We may further amend the pilot program in the future, based on our continuing experience with the pilot program and the comments of the parties.

The Communication Division has prepared Resolution T-17082 for the September 6, 2007, Commission Agenda. This resolution authorized Sierra Telephone Company California High Cost Fund A support of $11,714,393 for the year 2008. Intrastate total operating revenue of $29,670,560 and a total intrastate rate base amount of $31,162,910 with an authorized Overall Rate of Return of 10.00% are adopted for the test year 2008. This resolution also approved new depreciation rates and non-basic service rates for Sierra. The Communications Division has mailed the draft resolution to parties in accordance with PU Code Section 311(g)(1).
