Energy Division Advice Letter Disposition Change

As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes

The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4^th Street, Suite 500, Los Angeles.

Central Files Revised Office Hours

Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.

Charge for Commission Documents

To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

Workshop - OIR on Telecommunications Public Policy Programs (R.06-05-028) (TIME CORRECTION - 8/1/07) (UPDATED - 8/9/07)

The July 13, 2007, Scoping Memo and Ruling of Assigned Commissioner and Administrative Law Judge in this OIR proposes that the Commission replace the current discounted LifeLine rate with a specific monthly support amount per customer for all customers who qualify for the California LifeLine Program. The purpose of this workshop is to identify and discuss legal and mechanical implementation issues related to this proposal. Specific issues include all changes needed to General Order 153, as well as timelines for carrier billing program changes. Any other implementation issues should be identified and resolutions proposed. A list of specific questions to be addressed will be electronically mailed to the service list in this proceeding and to all carriers required to offer California LifeLine service.

NOTICE OF DRAFT RESOLUTIONS
(Pursuant to PU Code § 311(g))

NOTICE OF RESOLUTION APPROVING THE FINAL AUDIT REPORT OF THE
POTRERO GENERATING STATION AND AUTHORIZING PUBLIC DISCLOSURE

Draft Resolution EGPB-3 authorizes disclosure of the Final Report on the Audit of the Potrero Generating Station, performed by the Electric Generation Performance Branch of the Consumer Protection and Safety Division (CSPD-EGPB).
Draft Resolution EGPB-3 will be on the agenda at the Commission's August 23, 2007 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On July 16, 2007, the draft resolution was circulated to the Resolution EGPB-3 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. An original and 2 copies of comments must be filed with the Legal Division by August 9, 2007 at the address set forth below. Reply comments must be filed by August 16, 2007. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS

Draft Resolution L-347 authorizes disclosure of records related to the California Public Utilities Commission, (hereafter referred to as the "Commission") Consumer Protection and Safety Division's investigation of an electrical incident that occurred on February 8, 2006, at 3653 Purer Road, Escondido, California.

The ALJ Division has prepared Resolution ALJ-202 for the next Commission Agenda.  This resolution extends the pilot program established in Resolution ALJ-186, which permits the Commission to approve certain transactions involving the transfer or disposition of utility property by advice letter, rather than a formal Section 851 application and Commission decision, for an additional three years.  The Resolution also amends the pilot program in order to reflect amendments to Pub. The Communication Division has prepared Resolution T-17082 for the September 6, 2007, Commission Agenda. This resolution authorized Sierra Telephone Company California High Cost Fund A support of $11,714,393 for the year 2008. Intrastate total operating revenue of $29,670,560 and a total intrastate rate base amount of $31,162,910 with an authorized Overall Rate of Return of 10.00% are adopted for the test year 2008. This resolution also approved new depreciation rates and non-basic service rates for Sierra. The Communications Division has mailed the draft resolution to parties in accordance with PU Code Section 311(g)(1).

Summary: On August 7, 2007 Bruce C. Foster, Senior Vice President, Regulatory Affairs of Southern California Edison Company (SCE), met with Timothy Sullivan, advisor to Cmmr. Simon in San Francisco. Also present were Marzia Zafar, advisor to Cmmr. Simon; Michael R. Hoover, Director Regulatory Affairs for SCE; Paul De Martini, Director of SCE's Edison SmartConnectTM project; and Michael R. Montoya, Director of Engineering Advancement for SCE. Written materials (attached to the notice) were used. SCE representatives provided an overview of SCE's Edison SmartConnect¿ program, with a focus on how the Edison SmartConnect¿ technology supports a smart grid.
