Investigation on the Commission's Own Motion into the Practices of the Southern California Edison Company to Determine the Violations of the Laws, Rules, and Regulations Governing Performance Based Ratemaking, its Monitoring and Reporting to the Commission, Refunds to Customers and other Relief, and Future Performance Based Ratemaking for this Utility.
The oral argument in the above-entitled matters may be held before a quorum of the Commission with Assigned Commissioner Michael R. Peevey and Administrative Law Judge Robert Barnett presiding.
Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

This is the tenth in a series of workshops for parties interested in alternatives to California American Water Co.'s Coastal Water Project (A.04-09-019). Attendees will review water supply alternatives and financing mechanisms for them. The meeting will also cover the detailed feasibility studies being conducted by agency parties. The purpose of this workshop is to discuss communications lessons learned as a result of the recent Southern California firestorms. This workshop will review the ways in which cities and counties, communications carriers, community alert vendors, and other state and local agencies responded to the challenges posed by the fires.
This workshop will also contribute to the Commissions record for Rulemaking R.07-04-015 in which the Commission will develop and implement performance standards for emergency notification systems pursuant to the requirements of AB 2393.

OF THE OAKLAND POWER PLANT AND AUTHORIZING PUBLIC DISCLOSURE
Draft Resolution EGPB-4 authorizes disclosure of the Final Report on the Audit of the Oakland Power Plant, performed by the Electric Generation Performance Branch of the Consumer Protection and Safety Division (CPSD-EGPB).
Draft Resolution EGPB-4 will be on the agenda at the Commission's December 20, 2007 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On November 19, 2007, the draft resolution was circulated to the Resolution EGPB-4 service list, pursuant to Public Utilities Code Section 311(g) and Rules 14.5 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at

Interested parties may file comments on the draft resolution, and may file replies to comments. The Communications Division has prepared Resolution T-17127 for the December 20, 2007 Commission Agenda. This resolution proposes the approval of a Deaf and Disabled Telecommunications Program (DDTP) Fund Surcharge Rate of 0.20% Effective January 1, 2008. The Communications Division emailed the Notice of Availability Letter for this draft resolution to parties in accordance with PU Code Section 311(g)(1).

DRAFT RESOLUTION INCREASING HOUSEHOLD GOODS CARRIER
MAXIMUM RATES AVAILABLE FOR PUBLIC REVIEW AND COMMENT
A draft resolution (TL-19093) of the Consumer Protection and Safety Division that increases the household goods carrier maximum rates contained in Maximum Rate Tariff 4 by 2.3 percent will be on the January 10, 2008 Commission meeting agenda. The Commission may vote on this resolution at that time, or it may postpone a vote until later. When the Commission votes on TL-19093, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare a different resolution.
Interested parties may obtain a copy of TL-19093 for review and submission of written comments. A copy of the draft resolution may be obtained from, and any subsequent written comments should be submitted to:
