Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.

This is a public workshop for interested parties to the Resource Adequacy (RA) proceeding. The workshop will be facilitated by Energy Division staff as directed by the Assigned Commissioner Ruling (ACR) and Scoping Memo for the Resource Adequacy proceeding issued on February 22, 2008.
The purpose of this workshop is to discuss the compliance year 2009 implementation of the Resource Adequacy program for CPUC jurisdictional Load Serving Entities (LSEs). This workshop will discuss the 2007 Energy Division Staff RA Report and the implementation details of the RA program for 2009.

Parties to the Renewable Portfolio Standard (RPS) proceedings, Rulemaking (R.) 06-02-012 and R.06-05-027, will be discussing proposals to update the market price referent (MPR) methodology, inputs and assumptions. Pursuant to D.07-12-052, Energy Division staff developed Independent Evaluator and Request for Offer report templates that were distributed to the R.06-02-013 service list by Administrative Law Judge Brown in a January 28th ruling. Energy Division received comments on the templates from several parties, and the purpose of this workshop is to clarify and expand upon some of the recommendations in these comments prior to revising the draft templates.

AT&T is hosting a two-day public technical conference to allow parties to discuss proposed revisions to General Order
(GO) 95 to add uniform guidelines for pole-top antenna installations. Parties will be able to present their views on disputed issues and to provide technical support for their positions. The California Solar Initiative (CSI) Program Forum serves as a venue for public stakeholders to identify and discuss top priority issues related to the administration and implementation of the CPUC's portion of the CSI program and suggest consensus-based revisions to the CSI Program Handbook. Each Program Forum is held quarterly and hosted in turns by the three Program Administrators as a supplement to the PUC decision making process. NOTE: the CSI Program Forums DO NOT cover the California Energy Commission's New Homes Solar Partnership. This Resolution has this Decision on Appeal of Clearinghouse Determination of Status Under General Order (GO) 156. Administrative Law Judge Victor D. Ryerson heard this matter in San Francisco on October 24, 2007. The hearing concluded, and the matter was submitted, on that date. The proposed Resolution sustains the appeal and finds S&S Tool & Supply, Inc., to be an eligible woman-owned business enterprise under GO 156.

OTHER REQUIREMENTS INCLUDING PROCEDURES FOR APPEAL OF CITATIONS
ISSUED TO RAILROAD CARRIERS AND OPPORTUNITY TO COMMENT
Draft Resolution ROSB-002 adopts a Railroad Carrier Citation Program for enforcing compliance with Commission General Orders and other requirements including procedures for appeal of citations issued to Railroad Carriers.
Draft Resolution ROSB-002 will be on the agenda at the Commission's May 15, 2008, meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of ROSB-002, amend or modify it, or set it aside and prepare a different resolution.
On March 20, 2008, the draft resolution was circulated to the Resolution ROSB-002 service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution. (Rule 14.5.) The original and two copies must be filed with CPSD by May 1, 2008, at the address set forth below. Commenters must also serve comments on the service list. Commenters may send copies of comments by electronic mail to the email address below. Comments shall focus on factual, legal or technical error in the draft resolution.
