Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.

Pursuant to the Assigned Commissioner's and ALJ's Ruling of April 18, 2008, the California Public Utilities Commission (CPUC) will conduct this workshop for further discussion regarding the merits and manner by which DWR could pursue novation or assignment of its contracts through negotiation. This workshop shall follow up on issues discussed at the workshop on June 2, 2008, focusing on threshold constraints to be resolved before undertaking further measures to facilitate novation/assignment or renegotiation of DWR power contracts. The workshop agenda shall address: (1) expiration cut-off date for targeting DWR contracts for which novation/assignment or renegotiation should be pursued; (2) better quantification of costs/benefits of DWR contract novation/assignment; (3) prospects and conditions for contract power sellers to cooperate in the DWR contract novation/assignment or renegotiation process. (DWR should invite representatives of key contract power sellers to attend the workshop to engage in the dialog on this issue); (4) strategies to deal with constraints imposed by the PG&E Bankruptcy Settlement (D.03-12-035) in relation to feasibility of novation/assignment or renegotiation of DWR contracts; and (5) principles that should apply in addressing inter-utility cost allocation issues as a predicate for DWR contract novation/assignment or renegotiation.
This workshop shall provide a forum to identify: (1) possible areas of dispute which can be resolved or differences narrowed through discussion, and (2) remaining disputed issues of fact which warrant evidentiary hearings to resolve.

This is a meeting to consider issues surrounding DA process improvements at SCE.

Pursuant to D.08-05-003 in SCE's service fee application identified above, the objectives of this meeting are to:
(1) "[C]onsider issues surrounding DA process improvements at SCE, including the timing for implementing any recommended improvements that may not be cost effective now at the currently low DA volumes but which may become cost effective if the suspension on enrolling new DA customers is lifted and the volume of transactions increases." (Ordering Paragraph 13); and
(2) Discuss and refine DA process improvement ideas of SCE, AReM, CMTA, and other interested parties in preparation for the joint report required in Ordering Paragraph 14. "SCE, AReM and CMTA shall submit a joint report that identifies specific potential process improvements, proposes recommendations for SCE's DA process improvements, and recommendations for an ongoing process to consider possible future process improvements that reflect the needs and interests of all DA market participants in SCE territory. Participants may submit with the report their comments addressing any disagreements or reservations that participants may have with any recommendations or other aspects of the report. The report shall be submitted in R.07-05-025 for consideration if, and when, Phase III of that proceeding is commenced." (Ordering Paragraph 14).

Among the issues considered in SCE Application no. 07-01-045 was, "Does the Methodology Used to Develop the Proposed Fees Ensure DA Services are Provided in an Efficient Manner?" (See discussion beginning at p. 19, Section 4.1). The Commission stated, "Although SCE contends that it provides DA services efficiently, we believe that further improvements can be made." (Ibid. at p. 20). To address this potential, the Commission directed SCE, AReM and CMTA to meet to consider issues surrounding any such DA process improvements. |
