Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.

A public workshop to discuss the details of Virtual Net Metering for Multifamily Affordable Housing as adopted in D. 08-10-036 will be held on Thursday, January 8, 2008. Pacific Gas & Electric, San Diego Gas & Electric and Southern California Edison will jointly present a draft of their proposed rate tariff for Multifamily Affordable Housing customers wishing to participate in this program, followed by a question and answer session to enable the public to provide feedback and input to the proposed rate tariff. Pacific Gas & Electric, San Diego Gas & Electric and Southern California Edison will jointly present a draft of their proposed rate tariff for Local Governments wishing to participate in this program, followed by a question and answer session to enable the public to provide feedback and input to the proposed rate tariff. The CPUC is seeking to hold a workshop that investigates the development and utilization of technologies and techniques in reducing the environmental footprint of transmission lines. The aim is to gain an understanding of what is available, understand the process by which utilities adopt new technologies, and the constraints that face the adoption of new technologies.
We specifically want to address methods and technology that will make transmission lines more acceptable in their location. The aim is to discuss the facilitation of methods and technologies that result in lower visual and physical presence or requires less disturbance in the construction of transmission projects.
Some key questions we are seeking to address:
How can new technologies be used to reduce impact, streamline siting and mitigate environmental impact.
What is available now? What are the next technologies? How close are they to market development?
What are the barriers to the utilities using the new technologies?
What are the technical constraints?
What are the economic constraints?
It has been 3 years since the last CPUC workshop on transmission technology, so it would be appropriate to revisit the subject and assess progress in development and implementation of so many promising technologies.

Pursuant to the Scoping Memo issued on November 4, 2008, the purpose of this workshop is to discuss the proposal prepared by the Energy Division to implement the policies and procedures for purchase of excess electricity from eligible combined heat and power systems under Assembly Bill 1613. The ALJ Division has prepared Resolution ALJ-230 for the 1/29/09 Commission Agenda. This is a Consumer Protection and Safety Division Field Citation Appeal.
This resolution affirms Field Citation 195 issued to Air Ride Moving & Storage, Inc. but reduces the fine by $500. Any comments should be directed to ALJ Christine M. Walwyn at

The ALJ Division has prepared Resolution ALJ-225 for the next Commission Agenda (January 29, 2009) re Dismissing penalty issued to Sempra Energy Solutions LLC in Citation E-4017-0922-1.
The resolution dismisses $1,500 penalty assessed for late delivery of SES's August 2008 Month-Ahead Resource Adequacy Compliance Filing to Sempra Energy Solutions LLC in Citation E-0417-0922-1. Any comments should be directed to ALJ Yacknin at hsy@cpuc.ca.gov.

Revised Notice of Draft Resolution
The ALJ Division has prepared Resolution ALJ-224. This draft resolution ALJ-224 is to amend the Rules of Practice and Procedure (title 20, Division 1, of the California Code of Regulations) - The meeting date will be determined following notice of publication of the draft by the Office of Administrative Law.
This resolution approves amendments to the Commission's Rules of Practice and Procedure (Title 20, Division 1, of the California Code of Regulations). The amendments update the Rules to reflect changes in the Commission's administration, provide consistency between the rules, and provide greater clarity. In addition, we codify rules for electronic filing of documents. Lastly, we amend Rule 14.6(c) regarding reduction or waiver of review of proposed decisions to correct an inadvertent error. All of the amendments are addressed separately below. The specific changes are shown in strikethrough and underline format in Appendix A to this resolution. Any comments should be directed to:

A draft Resolution TL-19096 of the Consumer Protection and Safety Division that increases the household goods carrier maximum rates contained in Maximum Rate Tariff 4 by 2.4 percent will be on the January 29, 2009 Commission meeting agenda. The Commission may vote on this resolution at that time, or it may postpone a vote until later. When the Commission votes on TL-19096, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare a different resolution.

An original and 2 copies of comments must be received by the Consumer Protection and Safety Division by December 31, 2008. Comments shall be limited to 5 pages in length plus a subject index listing the recommended changes to TL-19096, a table of authorities and an appendix setting forth proposed findings and ordering paragraphs. Comments shall focus on factual, legal or technical error in the proposed resolution. Late filed comments will ordinarily be rejected. However, in extraordinary circumstances, a request for leave to submit comments late, together with the proposed comments, may be filed. An accompanying declaration under penalty of perjury shall also be submitted setting forth all the reasons for the late submission.
NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Draft Resolution L-371 authorizes disclosure of records related to the California Public Utilities Commission ("Commission") Consumer Protection and Safety Division's investigation records concerning the Grass Valley Fire and the Ranch Fire (also referred to as the Castaic Fire) that occurred in October 2007. We have received requests from other individuals for disclosure of records concerning the investigations of the Devore, Sesnon, and Whiskey fires in California.
Draft Resolution L-371 will be on the agenda at the Commission's January 29, 2009 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-371, amend or modify it, or set it aside and prepare a different resolution.
On December 23, 2008, the draft resolution was circulated to the Resolution L-371 service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5.) The original and two copies must be filed with the Legal Division by January 20, 2009, at the address set forth below. Reply comments must be filed by January 26, 2009. Commenters must also serve comments and reply comments on the service list. Commenters may send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. Parties may view comments at the Commission's San Francisco Office.
