Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.

Parties in the Rulemaking R.08-08-009, opened to Continue Implementation and Administration of California Renewables Portfolio Standard Program, will consider contractual terms and conditions for a feed-in tariff up to 20 MW, were the Commission to expand the existing renewable feed-in tariff of 1.5 MW. The workshop will also consider other relevant program design issues. The Commission has not yet determined whether or not to expand the existing renewable feed-in tariff and is currently considering this question in R.08-08-009. Parties from affected proceedings, including R.06-02-012, are encouraged to participate. Prior to the workshop, staff will issue a data request that will identify the topics of the workshop and contain questions seeking party comment. Parties to the Renewable Portfolio Standard (RPS) proceeding, Rulemaking (R.) 08-08-009, are invited to attend a meeting to discuss Energy Division's staff proposal (Staff Proposal) to develop a methodology for evaluating project viability of renewable procurement contracts. The purpose of the meeting is to provide parties an opportunity to ask clarifying questions about the Staff Proposal prior to filing comments. The Staff Proposal is included as Attachment B in the February 3, 2009, Assigned Commissioner Ruling (link provided).

Pursuant to the Assigned Commissioner's Ruling and Scoping Memo, filed January 6, 2009 and Administrative Law Judge Kenney's January 28, 2009 Ruling Rescheduling Workshops, on February 17 and 18, 2009, the Commission's Consumer Protection and Safety Division (CPSD) will be conducting its second two-day workshop in order to propose to the Commission clarifications or additional rules designed to reduce fire hazards involving electric lines or communications facilities near electric lines, so that these measures can be adopted and implemented by autumn, 2009. The workshop will focus on proposed rules submitted by CPSD and other parties on January 21, 2009 addressing: (1) immediate reporting of fire related incidents and full cooperation with Commission staff; (2) applying General Order (GO) 165 or similar maintenance and inspection requirements to all communication infrastructure providers and electric transmission facilities; (3) pole overloading; (4) prompt reporting and resolution of violations discovered by pole tenants; (5) vegetation management in high fire risk areas and (6) mitigating high speed wind dangers. The workshop will be webcast, so that anyone interested can observe and listen to it. Any party wishing to participate at the workshop should have a representative in attendance at the workshop. Parties in the Rulemaking I.08-03-010/R.08-03-009, opened to Actively Promote the Development of Transmission Infrastructure to Provide Access to Renewable Energy Resources for California, will consider whether the output of the Renewable Energy Transmission Initiative (RETI) can be used to support cost recovery for transmission planning and the Commission's standards for determining "need" within the transmission permitting process, pursuant to Public Utilities Code 399.25. The ALJ Division has prepared Resolution ALJ-224 to amend the Rules of Practice and Procedure (Title 20, Division 1, of the California Code of Regulations). The amendments update the Rules to reflect changes in the Commission's administration, provide consistency between the rules, and provide greater clarity. In addition, we codify rules for electronic filing of documents. Lastly, we amend Rule 14.6(c) regarding reduction or waiver of review of proposed decisions to correct an inadvertent error.
Notice of these proposed amendments was published in the California Regulatory Notice Register on January 2, 2009. Comments must be submitted by no later than February 17, 2009, to:
