Order Instituting Rulemaking to Consider Smart Grid Technologies Pursuant to Federal Legislation and on the Commission's own Motion to Actively Guide Policy in California's Development of a Smart Grid System.
A full panel hearing will be held before Commissioners of the California Public Utilities Commission and California Energy Commission to hear and discuss presentations included under the title, "Smart Grid Symposium." A quorum of the Commissioners from both agencies may attend.

Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, are available for rent. Further information about requirements and fees can be obtained by contacting Colette Kondo at (415) 703-1401.

Pursuant to the Assigned Commissioner's Ruling and Scoping Memo, filed January 6, 2009, the Commission's Consumer Protection and Safety Division (CPSD) will be conducting a one-day workshop on March 16, 2009 to discuss CPSD's proposed rules to the Commission to clarify or revise rules designed to reduce fire hazards involving electric lines or communications facilities near electric lines, so that these measures can be adopted and implemented by autumn, 2009. The workshop will be webcast, so that anyone interested can observe it. The webcast will be available at http://www.californiaadmin.com/cgi-bin/cpuc.cgi

Pursuant to the February 26, 2009 Scoping Memo issued in the above-entitled proceeding SDG&E will host a series of technical workshops for parties to identify, discuss, and resolve issues associated with SDG&E's de-energization (emergency power shut off) plan. The purpose of this technical workshop is assisting communications providers, water utilities, school districts, and others in identifying the specific facilities that may be affected by SDG&E's de-energization plan in 2009.
INFORMATION TO BRING: Participants are encouraged to prepare for the meeting by identifying their facilities of interest ahead of time. For each facility, one or more of the following items of information will be useful to SDG&E in determining whether the facility will be affected by the Emergency Shut Off Plan: physical address, electric meter number, account number, Thomas Brothers map and grid location, Geospatial coordinate locations or GIS files with facilities locations embedded.

Pursuant to the February 26, 2009 Scoping Memo issued in the above-entitled proceeding SDG&E will host a series of technical workshops for parties to identify, discuss, and resolve issues associated with SDG&E's de-energization (emergency power shut off) plan. The purpose of this third technical workshop is to identify, discuss, and try to resolve all major issues identified by parties regarding SDG&E's emergency power shut off plan (other than those unique to customers with disabilities and identification of facilities, which are the subject of separate technical workshops). Per the Scoping Memo, among the issues to be addressed is the development of a common outline for parties to use in drafting written comments.
POLLING AS TO ISSUES: The Scoping Memo ordered SDG&E to poll the parties to identify the issues to be addressed during this workshop. Parties should identify issues they wish addressed when they RSVP their attendance to Ms. Rebecca Giles, the contact person listed below.

SDG&E submitted Application 08-12-021 on December 22, 2008, requesting approval from the Commission to shut-off power to certain distribution and/or tie lines in limited high risk fire areas under certain extreme weather conditions. The application and testimony are available at:

The Commission has scheduled this Workshop to solicit comment from invited public safety agencies regarding the following issues: whether and how SDG&E's application affects public safety, and whether each decision by SDG&E to shut off power should be approved by a public agency, and if so which one and under what criteria, and whether use of backup generators when power is shut off should trigger fines from air quality entities, and finally whether a shut off of power under SDG&E's proposed program should constitute an emergency that permits reimbursement of school districts for average daily attendance.
Opportunity for elected officials and the public to comment will be made at the end of the public safety agency portion of the workshop.

REVISED NOTICE OF DRAFT RESOLUTION (Revised as of 2/24/09)
The ALJ Division has prepared Resolution ALJ-224 to amend the Rules of Practice and Procedure (Title 20, Division 1, of the California Code of Regulations). The amendments update the Rules to reflect changes in the Commission's administration, provide consistency between the rules, and provide greater clarity. In addition, we codify rules for electronic filing of documents. Lastly, we amend Rule 14.6(c) regarding reduction or waiver of review of proposed decisions to correct an inadvertent error.
Notice of these proposed amendments was published in the California Regulatory Notice Register on January 2, 2009. In response to comments submitted on February 17, 2009, the modified draft resolution makes some non-substantial and substantial changes to the originally proposed amended rules. Comments on the changes to the originally proposed amended rules must be submitted by March 10, 2009, to:

An All-Party Meeting with Commissioner Grueneich to discuss the Proposed Decision Adopting Forward Looking Modifications to the Moore Universal Telephone Service Act issued by Commissioner Rachelle Chong.
All parties are invited to meet with Commissioner Dian M. Grueneich to present their comments and concerns on the Proposed Decision.
Parties who wish to attend and speak at the All-Party meeting must send an R.S.V.P. to Commissioner Grueneich's office by emailing Evelyn Gonzales at

Commissioner Grueneich will be holding an All-Party Meeting regarding the above-captioned case regarding the impact of the American Recovery and Reinvestment Act (ARRA) on 2009-2011 portfolios and program implementation for general energy efficiency and low income energy efficiency (LIEE) programs administered by the investor-owned utilities (IOUs), Pacific Gas and Electric Company, Southern California Gas Company, Southern California Edison, and San Diego Gas and Electric Company.
Parties who wish to attend and speak at the All-Party Meeting must send an R.S.V.P to Commissioner Grueneich's office by emailing Evelyn Gonzales at
