Order Instituting Rulemaking to Consider Smart Grid Technologies Pursuant to Federal Legislation and on the Commission's own Motion to Actively Guide Policy in California's Development of a Smart Grid System.
A full panel hearing will be held before Commissioners of the California Public Utilities Commission and California Energy Commission to hear and discuss presentations included under the title, "Smart Grid Symposium." A quorum of the Commissioners from both agencies may attend.

Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

Pursuant to the Assigned Commissioner's Ruling and Scoping Memo, filed January 6, 2009, the Commission's Consumer Protection and Safety Division (CPSD) will be conducting a one-day workshop on March 16, 2009 to discuss CPSD's proposed rules to the Commission to clarify or revise rules designed to reduce fire hazards involving electric lines or communications facilities near electric lines, so that these measures can be adopted and implemented by autumn, 2009. Pursuant to the February 26, 2009 Scoping Memo issued in the above-entitled proceeding SDG&E will host a series of technical workshops for parties to identify, discuss, and resolve issues associated with SDG&E's de-energization (emergency power shut off) plan. The purpose of this technical workshop is assisting communications providers, water utilities, school districts, and others in identifying the specific facilities that may be affected by SDG&E's de-energization plan in 2009.
INFORMATION TO BRING: Participants are encouraged to prepare for the meeting by identifying their facilities of interest ahead of time. For each facility, one or more of the following items of information will be useful to SDG&E in determining whether the facility will be affected by the Emergency Shut Off Plan: physical address, electric meter number, account number, Thomas Brothers map and grid location, Geospatial coordinate locations or GIS files with facilities locations embedded.

Pursuant to the February 26, 2009 Scoping Memo issued in the above-entitled proceeding SDG&E will host a series of technical workshops for parties to identify, discuss, and resolve issues associated with SDG&E's de-energization (emergency power shut off) plan. The purpose of this third technical workshop is to identify, discuss, and try to resolve all major issues identified by parties regarding SDG&E's emergency power shut off plan (other than those unique to customers with disabilities and identification of facilities, which are the subject of separate technical workshops). Per the Scoping Memo, among the issues to be addressed is the development of a common outline for parties to use in drafting written comments.
POLLING AS TO ISSUES: The Scoping Memo ordered SDG&E to poll the parties to identify the issues to be addressed during this workshop. Parties should identify issues they wish addressed when they RSVP their attendance to Ms. Rebecca Giles, the contact person listed below.

SDG&E submitted Application 08-12-021 on December 22, 2008, requesting approval from the Commission to shut-off power to certain distribution and/or tie lines in limited high risk fire areas under certain extreme weather conditions. The application and testimony are available at:

The Commission has scheduled this Workshop to solicit comment from invited public safety agencies regarding the following issues: whether and how SDG&E's application affects public safety, and whether each decision by SDG&E to shut off power should be approved by a public agency, and if so which one and under what criteria, and whether use of backup generators when power is shut off should trigger fines from air quality entities, and finally whether a shut off of power under SDG&E's proposed program should constitute an emergency that permits reimbursement of school districts for average daily attendance.
Opportunity for elected officials and the public to comment will be made at the end of the public safety agency portion of the workshop.

REVISED NOTICE OF DRAFT RESOLUTION (Revised as of 3/13/09)
The ALJ Division has prepared Resolution ALJ-224 to amend the Rules of Practice and Procedure (Title 20, Division 1, of the California Code of Regulations). The amendments update the Rules to reflect changes in the Commission's administration, provide consistency between the rules, and provide greater clarity. In addition, we codify rules for electronic filing of documents. Lastly, we amend Rule 14.6(c) regarding reduction or waiver of review of proposed decisions to correct an inadvertent error.
Notice of these proposed amendments was published in the California Regulatory Notice Register on January 2, 2009. In response to comments submitted on February 17, 2009, the modified draft resolution makes some non-substantial and substantial changes to the originally proposed amended rules. Comments on the changes to the originally proposed amended rules must be submitted by March 10, 2009, to:

The ALJ Division has prepared Resolution ALJ-236 for the April 16, 2009 Commission Agenda. This resolution Affirms Citation FC-197 issued to Adriana Fortson & Benecia Toms, a Partnership dba Chris Moving Systems and Chris Moving Systems, Inc.
This Resolution resolves the appeal of Field Citation 197 (FC-197) issued to Adriana Fortson & Benecia Toms, a Partnership dba Chris Moving Systems and Chris Moving Systems, Inc. by the Commission's Consumer Protection and Safety Division (CPSD) on June 26, 2008. FC-197 was issued to Chris Moving Systems with a fine in the amount of $3,000 for 252 violations of the Public Utilities Code and Maximum Rate Tariff 4 (MAX 4) during the period October 1, 2007 through February 29, 2008. Specifically, FC-197 charges Chris Moving Systems of (1) operating as a corporation before obtaining the proper authority from the Commission in violation of Public Utilities Code Section 5133 (Section 5133) (30 counts), (2) hiring employees without first securing and filing evidence of Workers' Compensation Insurance coverage with the Commission in violation of Section 5135.5 (13 counts), (3) deficiencies on moving forms in violation of Sections 5139 and 5143 and MAX 4, Items 128, 130, 132, and 465 (182 counts), and (4) failure to give customers the "Important Information for Persons Moving Household Goods Booklet" and retaining the receipt for such booklet, in violation of Section 5143 and MAX 4, Item 88 (27 counts).
Based on the hearing record, we find that the above violations occurred and the level of fine imposed is reasonable based on the number and type of violations, and Chris Moving Systems compliance history. Therefore, we affirm FC-197 in full. We direct Chris Moving Systems to pay the $3,000 fine in full within 30 days of this resolution or to begin to make payments within 30 days based on an approved written payment plan with CPSD.
Finally, this resolution finds that evidence introduced at hearing related to the recent revocation of the partnership's Commission license for nonpayment of fees and problems with the corporation's license application are issues outside the scope of this appeal process. These issues will be separately addressed by CPSD, as discussed at hearing.
