· Provides that California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA)1 customers in the PG&E, SDG&E, SCE, and SoCalGas service territories are not required to pay additional reestablishment of credit deposits with a utility for either slow-payment/no-payment of bills or following a disconnection.
