The avoided cost posting is based on the Transition Formula adopted in D.96-12-028 which incorporates various border price indices. D.96-12-028 governs avoided cost postings made by SCE, SDG&E, and Pacific Gas and Electric Company (PG&E). Each utility filed its September avoided cost posting on September 6, 2000. SCE filed its avoided cost posting using the August gas price, as if it had been granted authority to make a provisional posting. PG&E and SDG&E filed in compliance with D.96-12-028. On September 14, 2000, SDG&E revised its posting to rely on the August gas price, as if it had been granted authority to make a provisional posting.
