OPINION

I. Summary

NetLojix Telecom, Inc. (Applicant) seeks a certificate of public convenience and necessity (CPCN) under Pub. Util. Code § 1001 for authority to provide limited facilities-based and resold local exchange telecommunications services, and limited facilities-based interexchange services. Applicant was previously authorized to resell interexchange services. By this decision, we grant the authority subject to the terms and conditions set forth below.
