VII. Categorization and Need for Hearings

In Resolution ALJ 176-3107, dated February 13, 2003, the Commission categorized this application as ratesetting, and determined that hearings were not necessary. The Commission received no protests. There is no apparent reason why the application should not be granted. Given these developments, a public hearing is not necessary.
