The Commission mailed the alternate draft decision of Commissioner Lynch to the parties on December 4, 2004 in accordance with Pub. Util. Code § 311(e) and Rule 77.6 of the Rules of Practice and Procedure. This final decision incorporates substantial changes to the draft alternate, including many parties' suggestions to move forward with the 2004-05 energy efficiency programs while also responding to many parties' concerns about the scoring and selection process. This is achieved by funding a majority of the energy efficiency programs in this order and prior to January 1, 2004, and by holding in abeyance for further consideration $64 million in funds initially allocated by staff to proposals that did not score at least 60 points, or make the initial cut for further consideration, but were selected nonetheless. This process will include further consideration of proposals that scored at least 60 points on the primary analysis but were not selected as well as providing further information to project proponents that were not funded in advance of final allocation of the remaining dollars.
