V. Comments on Proposed Decision

The proposed decision of ALJ Galvin in this matter was mailed to the parties in accordance with Section 311(d) of the Public Utilities Code and Rule 77.1 of the Commission's Rules of Practice and Procedure. SCE and ORA filed comments on April 1, 2003. SCE also filed reply comments.
