4. Selection of Lessee

SCE states that RHC was selected to develop the site because of the proposed use and the background and financial position of the company's officers, including its president, Richard A. Hall. Hall, the founder of RHC, has more than 25 years of experience in the real estate industry. Under his guidance, RHC has become one of the largest owner/operators of manufactured housing communities in California. The company is based in Tustin, California, and has approximately 70 employees. Since its inception in 1979, RHC has acquired and managed nearly 2,000 apartment units and 4,000 manufactured home spaces in California.
