VI. Conclusion

Based on the application, the Initial Study, the DMND and the FMND and the mitigation measures identified therein and incorporated into the project, the Commission finds that the First Project/Northern Portion will not have a significant effect on the environment, is necessary for reliability purposes and should be approved.
