11. Comments on Proposed Decision

The proposed decision of the ALJ in this matter was mailed to the parties in accordance with Section 311 of the Public Utilities Code and Rule 14.2(a) of the Commission's Rules of Practice and Procedure. Comments were filed by SDG&E, DRA and UCAN on March 28, 2007, and reply comments were filed by SDG&E, DRA, UCAN and Southern California Edison Company on April 2, 2007.

SDG&E proposed changes to certain findings regarding the draft decision's cost-effectiveness analysis and suggested adding conclusions regarding balancing accounts and open standards for HAN Communications Systems interface. We have made modifications consistent with the Settlement Agreement clarification that the $52/kW-year avoided cost discussed in Section 7.6 reflects a "real" value.
