10. Comments on Proposed Decision

The proposed decision (PD) of Commissioner Timothy Alan Simon in this matter was mailed to the parties in accordance with Section 311 of the Public Utilities Code and comments were allowed under Rule 14.3 of the Commission's Rules of Practice and Procedure. Comments were filed on May 29 and reply comments were filed on June 3, 2008. Comments were filed by the Division of Ratepayer Advocates, The Utility Reform Network, Disability Rights Advocates, Pacific Bell Telephone Company d/b/a AT&T California (AT&T), Verizon California Inc. (Verizon), California Cable and Telecommunications Association (CCTA), Cox California Telecom LLC and Time Warner Telecom of California, LP, Surewest Telephone and Surewest Televideo (collectively Surewest), and jointly by the small LECs.²⁹ All comments were considered and changes were made as appropriate.
