PUBLIC CONVENIENCE AND NECESSITY

1. Summary

ATC Outdoor DAS, LLC (ATC or Applicant), is granted a certificate of public convenience and necessity (CPCN) pursuant to Pub. Util. Code § 1001 to provide full facilities-based and resold competitive local exchange and interexchange services, subject to the terms and conditions set forth below. We also specify a procedure to be followed if ATC wishes to pursue full facilities-based construction activities that involve potential exemptions from environmental review under the California Environmental Quality Act (CEQA).
