III. CONCLUSION

For the reasons discussed above, CARE's application for rehearing of
D.08-04-023 is denied.

THEREFORE, IT IS ORDERED that:

1. The application for rehearing of Decision 08-04-023 filed by CAlifornians for Renewable Energy is denied.

This order is effective today.
