9. Categorization and Need for Hearing

In the scoping memo of this proceeding, we confirmed the preliminary determination that this is a ratesetting proceeding (Resolution ALJ 176-3270, March 10, 2011) and that hearings were necessary. An evidentiary hearing was held concurrent with the PHC on May 4, 2011. No changes are needed to the determinations upheld in the scoping memo.
