II. Background

In prior decisions, we authorized the provision of competitive local exchange service within the service territories of Pacific Bell Telephone Company (Pacific), Verizon California Inc. (Verizon), Roseville Telephone Company (RTC), and Citizens Telecommunications Company of California, Inc. (CTC).

Applicant, a Texas corporation was granted a CPCN to resell local exchange services by Decision (D.) 00-06-007. However, since Applicant did not exercise the authority granted within 12 months as required by the decision, its CPCN expired. By this application, Applicant requests authority to operate as a limited facilities-based and resale provider of local exchange services within Pacific and Verizon's service territories.
