NOTICE OF AVAILABILITY
To: All carriers, CASF applicants and other interested parties
Pursuant to Decision 12-02-015, CPUC Communications Division (CD) staff has created a distribution list for all California Advanced Service Fund (CASF) infrastructure grant/loan applicants to submit summaries of their proposed projects (included in this Notice, beginning on page 3).
Under the Decision, approved by the Commission on February 1, 2012, CASF applicants must submit a project summary which CD staff will post on the CPUC's CASF webpage under Pending New Applications to Offer Broadband. The applicant must also submit the project summary to the CASF application distribution list, which includes the following information:
· Applicant's name
· Contact person
· Project title
· Proposed Project Area Location (Community / County)
· Project Type (Last Mile or Middle-Mile)
· CASF Funding Requested (Amount of Grant / Amount of Loan)
· Description of the Project
· Map of the Proposed Project
· List of Census Block Groups
· List of ZIP codes
If you already are on the distribution list for this Notice, you are automatically included in the new distribution list required under Decision 12-02-015 and need to do nothing. If you wish to opt out of this list, please send an email to "CASF_Application_Questions@cpuc.ca.gov" with the words "opt out" in the subject header. If you wish to replace your contact information with another individual in your organization, or otherwise correct the information in the distribution list, please add "correction" in the subject header. Those wishing to join the list may do so by sending an email to "CASF_Application_Questions@cpuc.ca.gov" with the word "add" in the subject header. Beginning 30 days after this Notice, CD will use this list as its new CASF Application Distribution List. Thereafter, CD will update the list on a weekly basis.
As a reminder, key highlights of Decision 12-02-015 include:
· A new maximum CASF grant award of 70% of project costs for unserved areas and 60% for underserved areas;
· A new definition of an underserved area, "where broadband is available, but no wireline or wireless facilities-based provider offers service at advertised speeds of at least 6 mbps download and 1.5 mbps upload;" and
· A new Revolving Loan Program to provide supplemental financing for projects also applying for CASF grant funding (up to 20% of projects costs, with a maximum of $500,000), utilizing the same project and applicant eligibility requirements as the Infrastructure Grant Program.
The application deadlines for submitting applications to the CASF Broadband Infrastructure Grant Program and the Revolving Loan Program are:
1. May 15, 2012, for unserved areas;
2. September 11, 2012, for underserved areas not previously funded by the CASF and hybrid projects that cover both unserved and underserved areas (not partially funded by CASF) encompassing a single contiguous group of Census Block Groups; and,
3. To be determined for projects in underserved areas where the existing broadband infrastructure was partially funded by a CASF grant.
CD staff is in the process of setting up the servicing and underwriting details for the Loan program. More information will be available on the CPUC website once those details are resolved.
