OPINION

1. Summary

This decision denies Greenlining Institute and Latino Issues Forum (Greenlining/LIF) an award of compensation for its participation leading to Decision (D.) 01-04-036. We do so because Greenlining/LIF did not satisfy the statutory requirement of making a "substantial contribution" to the Commission's decision, consistent with Pub. Util. Code Sections 1801 - 1812.¹
