10. Comments On Alternate Proposed Decision

This alternate proposed decision in this matter was mailed to the parties in accordance with Rule 77.6 of the Commission's Rules of Practice and Procedure. Comments are due on July 10, 2002 with reply comments due on July 12, 2002.

Comments were submitted by Wild Goose, Lodi, and TURN. We have revised the decision to correct clerical errors and omissions and to clarify portions of the discussion through minor, textual revisions but otherwise have not revised the decision.
