The Proposed Decision of Administrative Law Judge Thomas R. Pulsifer was filed and served on parties on September 24, 2002. Comments on the Proposed Decision were filed on October 17, 2002, and reply comments were filed on October 21, 2002. Based on review of parties' comments, we have made certain corrections, clarifications and revisions, as set forth herein.
