2. Categorization

In Resolution ALJ 176-3079, dated January 9, 2002, the Commission preliminarily categorized this matter as ratesetting and preliminarily determined that no hearings were required. The Scoping Memo affirmed the categorization of ratesetting, but determined that hearings were necessary. We confirm the categorization of ratesetting and the determination that hearings were required.
