6. Comments on Proposed Decision

The Proposed Decision of the Administrative Law Judge (ALJ) in this matter was mailed to the parties in accordance with § 311(d) of the Public Utilities Code and Rule 77.1 of the Rules of Practice and Procedure. Applicant filed comments dated November 29, 2002. These comments argued points already considered in the Proposed Decision and reemphasized facts in the record. They were not sufficient to cause us to change the Proposed Decision. In addition the comments included material not in the record. We cannot consider additional evidence after the record has closed.
