8. Comments on Proposed Decision

The proposed decision of ALJ Gottstein was mailed to the parties in accordance with § 311(d) of the Pub. Util. Code and Rule 77.1 of the Rules of Practice and Procedure. Comments were filed on February 3, 2003 by Border Generation, CAISO, ORA and SDG&E. No reply comments were filed. In response to comments, we have made a change to the milestone threshold for new generation, as discussed above. We do not make any other substantive changes to the ALJ's proposed decision.
