3. Outstanding Procedural Matters

Throughout the course of this proceeding, the Assigned Commission or the assigned Administrative Law Judge (ALJ) have ruled on numerous motions. We affirm those rulings at this time. On January 21, 2003, an organization calling itself Joint Parties Interested In Distributed Generation/Distributed Energy Resources (JPIDG) filed a motion to intervene. Several of the member organizations have participated during the course of the proceeding. On January 28, 2003, Clarus Energy Partners, L.P. (Clarus) filed a motion to intervene. Clarus installs, owns, and operates combined heat and power generation systems. The motions are granted. To the extent that any motions remain outstanding, the motions are denied.
