E. R. Capstaff built two adjacent water systems near Lake Arrowhead. Lake Brook Park Water System was certificated by Decision (D.) 26515 on November 13, 1933. Arrowhead Manor Water Company (Arrowhead) was certificated by D.39396 on September 10, 1946. By D.55366, dated August 5, 1957, Ernie and Jean Schoettmer purchased and R. On June 8, 1988, by D.88-06-018 Ernie and Jean Schoettmer sold Arrowhead to Lance L. and Sally Johnson. Today this utility has approximately 590 customers.
