V. Conclusion

We conclude that the application conforms to our rules for certification as a facilities-based CLC. Accordingly, we grant Applicant a CPCN to provide limited facilities-based and resold local exchange service in SBC, Verizon, RTC and CTC's service territories subject to compliance with the terms and conditions set forth herein.
