III. Overview of the Application

Applicant, a Texas corporation, filed Application (A.) 99-04-028 on April 21, 1999. Applicant seeks authority to provide resold interexchange service as a nondominant interexchange carrier (NDIEC) throughout California.

On May 26, 1999, the Commission's Consumer Services Division (CSD) filed a protest to the application.

On June 7, 1999, applicant filed a reply to CSD's protest.

On February 2, 2000, the assigned Administrative Law Judge issued a ruling requiring further information. Applicant responded on February 24 and March 30, 2000.

On May 8, 2000, applicant and CSD filed an "All Parties Joint Motion for Commission Approval and Adoption of Settlement Agreement" (settlement). The settlement is included as Attachment C.
