VII. Categorization and Need for Hearings

In Resolution ALJ 176-3115 dated June 19, 2003, the Commission categorized this application as ratesetting, and determined that hearings were not necessary. The Commission received no protests. There is no apparent reason why the application should not be granted. Given these developments, a public hearing is not necessary.
