V. Comments

The draft decision of the ALJ in this matter was mailed to the parties in accordance with Pub. Util. Code § 311(g)(1) and Rule 77.7 of the Rules of Practice and Procedure. SDG&E and SoCal Gas filed comments on August 6, 2003, requesting that we issue this interim opinion no later than September 18, 2003. No reply comments were filed.
