X. Comments on Draft Decision

The draft decision of President Peevey in this matter was mailed to the parties in accordance with Pub. Utill. Code § 311(g)(1) and Rule 77.7 of the Rules of Practice and Procedure. Comments were filed on October 23, 2003 by Greenlining/LIF, Edison, the Joint Utilities, and PG&E, and reply comments were filed on October 28, 2003, by PG&E and SBC. We make no changes to the draft decision in response to the comments.
