5. Comments on Draft Alternate Decision

The draft alternate decision of President Peevey in this matter was mailed to the parties in accordance with Rule 77.6 of Rules of Practice and Procedure on December 24, 2003. Comments were filed by PG&E and SCE. Minor clarification in response to these comments were incorporated in the text of the decision.
