OPINION

I. Summary

Telecom Consultants, Inc. (Applicant) seeks a certificate of public convenience and necessity (CPCN) under Pub. Util. Code § 1001 for authority to resell local exchange and interexchange telecommunications services.¹ By this decision, we grant the requested authority subject to the terms and conditions set forth below. In addition, we impose a fine of $500 for providing service without a CPCN.
