II. Background

In prior decisions, we authorized the provision of competitive local exchange service within the service territories of Pacific Bell Telephone Company (Pacific), Verizon California Inc. (Verizon), Roseville Telephone Company (RTC), and Citizens Telecommunications Company of California, Inc. (CTC).

Applicant, a California corporation requests authority to operate as a limited facilities-based provider of local exchange services within Pacific, Verizon, RTC, and CTC's service territories.

By Decision (D.) 96-05-008 and D.96-12-008, Applicant was authorized to resell local exchange and interexchange services (U-5617-C).

Applicant's principal place of business is located at 1919 Williams Street, Suite 340, Simi Valley, California 93065.
