Procedural Requirements

The PHC in this matter was held on August 13, 2003. TURN did not file a timely NOI, but the organization did file a motion for acceptance of a late-filed NOI on October 10, 2003, which the Commission granted in D.03-12-059. Neither the administrative law judge (ALJ) nor the Commission issued a preliminary ruling at the time on TURN's eligibility for compensation. In its NOI, TURN addressed its anticipated scope of participation, estimated cost of participation, customer status, and significant financial hardship.
