X. Comments on Alternate Decision

The alternate decision of President Michael R. Peevey was mailed to the parties in accordance with Rule 77.6 of the Commission's Rules of Practice and Procedure. Comments were received from SDG&E and PG&E/SCE/TURN (jointly). ORA, the California Large Energy Consumer Association, SDG&E, and PG&E/SCE/TURN (jointly) filed reply comments. DWR also file a memorandum on June 8 indicating their progress on implementing utility specific balancing accounts, as required by D.04-12-014. The Commission's Energy Division and the IOUs have been working with DWR to accomplish this task, and we delegate to the Energy Division the authority to resolve the advice letters associated with these utility specific balancing accounts. We make no other changes to this decision in response to comments.
