V. Comments on Draft Decision

The draft decision of the assigned ALJ was mailed to the parties in this proceeding in accordance with Section 311(g)(1) and Rule 77.7 of the Rules of Practice and Procedure. Comments and/or reply comments were filed by PG&E, SCE, SDG&E, CalWEA, and CEERT. We have made several clarifications, corrections, and modifications to the order in response to the comments. We do not address comments that reiterate or expound on earlier positions that continue to be unpersuasive.
