The applicants state "this transaction involves the merger of a telecommunications holding company with another holding company."200 The Commission has consistently held in the past that the indirect transfer of ownership of facilities, as is the case with this transaction, does not raise significant environmental concerns.
No party raised any environmental issues concerning the proposed financial transaction.
