OPINION GRANTING A CERTIFICATE
OF PUBLIC CONVENIENCE AND NECESSITY
Mpower Networks Services, Inc. (Applicant) is granted a certificate of public convenience and necessity (CPCN) to provide limited facilities-based and resold local exchange telecommunications services subject to the terms and conditions set forth below.1 This authority is granted pursuant to Pub. Util. Code § 1001.
