I. Comments on Draft Decision

This is an uncontested matter in which the decision grants the relief requested. Accordingly, pursuant to Rule 77.7(f)(2) of the Commission's Rules of Practice and Procedure, the otherwise-applicable 30-day period for public review and comment was reduced to allow comments within seven (7) days of the mailing of the draft decision (DD), with no provision for reply comments.

Pursuant to this schedule, the applicants submitted joint comments on the DD on November 17, 2005. Minor corrections have been made to the decision to reflect these comments.
