In addition, we authorized the provision of Competitive Local Exchange Carriers (CLEC), by carriers meeting specified criteria, within the service territories of Pacific Bell Telephone Company (Pacific), Verizon California Inc. (Verizon), SureWest Telephone Company (SureWest) formerly named Roseville Telephone Company, and Citizens Telecommunications Company of California, Inc. (CTC).
Applicant, a New Jersey limited liability company qualified to transact business in California, was granted a CPCN to provide "facilities-based" inter-Local Access and Transport Area (LATA) and intraLATA telecommunication services in California as a Non-dominant Interexchange Carrier (NDIEC). That authority was granted pursuant to Decision (D.) 04-11-005. Its principal place of business is located at 1300 N. Northlake Way, Seattle, WA 98103. Applicant seeks to expand its CPCN so that it may provide full facilities-based competitive local exchange and access service, where such is authorized, and NDIEC service for the entire state of California.
