3. Outstanding Procedural Matters

On April 12, 2006, the Direct Access Customer Coalition (DACC) filed a motion to intervene. DACC is granted appearance status. We affirm all rulings made by the ALJ up to this point in the proceeding. To the extent that any motions remain outstanding, all such motions are denied.
